Man is charged with sexually assaulting a 12-year-old


JONESBORO, Ark. – A Paragould man is accused of sexually abusing a 12-year-old child in Jonesboro.

The probable cause affidavit states that on January 4, 2024, a woman contacted Detective Adam Hampton of the Jonesboro Police Department to report that her child had disclosed being sexually abused several years ago. The 12-year-old victim was interviewed by an investigator from the Crimes Against Children Unit and revealed that Kylann Evins had allegedly committed sexual assault. Evins is the ex-boyfriend of the victim’s mother.

The victim stated that Evins would enter the room and call out the victim’s name to see if they were sleeping, and if he believed they were, he would remove the victim’s clothing and touch the victim. The victim was scared and acted like she was sleeping, the affidavit states. The teenage victim said it happened many nights when the mother went to work and it continued until they moved and the victim started sharing a room with a sibling.

The mother also told the investigator about a time when Evins was drinking heavily and one of her children sat on his lap while he unbuttoned the child’s pants, the affidavit said. She confronted him and he stopped, but only for a while. He did it a second time and was asked to leave. The mother explained the next day that she had broken up with Evins and that he had moved out.

Evins was interviewed and asked if he had ever been accused of sexual assault, to which he responded “no,” Detective Hampton reported. The detective then brought up a report in which Evins admitted to sexually abusing a six-year-old cousin when he was a teenager. He hung his head and told the detective that he had actually attacked her, the affidavit states.

The investigator asked if he had been caught unbuttoning the victim’s pants. The affidavit says Evins said he remembered it, but said he used to drink a lot and did when he was drunk. The investigator questioned him about touching the victim several times, to which Evins again said that he used to drink heavily and “couldn’t rule out the possibility that he touched the victim.” [the victim] and said it was possible.”

The detective prepared an arrest warrant, which was signed by Judge Tommy Fowler. Jail records show Kylann Carter Evins, 32, of Paragould, was arrested for second-degree sexual assault, a Class B felony, and released in less than an hour on Oct. 18. A Class C felony is punishable by a penalty of 5 to 20 years in prison if convicted.

Notes on the probable cause affidavit indicate that a liaison agreement was reached between Assistant District Attorney Jessica Thomason and defense attorney Bill Stanley. At the probable cause hearing, a temporary bond of $5,000 cash or surety was set as his permanent bond. A contact ban was also issued.

All suspects are innocent until proven guilty in a court of law.
