Texas woman is accused of flogging a child in her care with a charging cord in Rock Valley

ROCK VALLEY, Iowa – A Texas woman was arrested on child endangerment charges in Rock Valley following a Good Samaritan report.

According to a criminal complaint filed with the Sioux County Clerk of Court by the Rock Valley Police Department, 29-year-old Rudy Guillen Perez of Beaumont, Texas, is accused of flogging a child with a cell phone charger. She was arrested on Monday.

In his statement, the officer said police were called to check the situation after a child allegedly approached a good Samaritan, asked for help and told him that he had been injured by a family member. After an investigation, officials believe that Guillen Perez whipped the child several times with the rope. The officer says Guillen Perez is the child’s legal guardian and the act resulted in physical injuries, bruising and emotional harm.

Guillen Perez was charged with child endangerment resulting in bodily harm, a Class D felony. If convicted, Guillen Perez faces up to five years in prison.

She faces a preliminary hearing on the charge on Tuesday.

She was booked into the Sioux County Jail in Orange City and released Thursday after posting $5,000 bail.
