Beaverton man is accused of sexually abusing underage neighbors

BEAVERTON, Ore. (KPTV) – A 37-year-old man has been arrested and accused of sexually assaulting a young girl who lived in the same apartment complex as him, according to Beaverton police.

Joseph Phillip Stubbs is charged with six counts of first-degree sexual abuse. He was arrested Oct. 12 at his Beaverton home after a months-long investigation into allegations that he had inappropriate contact with a girl when she was between 8 and 13 years old.

The investigation began in April 2024 when officials at a Beaverton middle school responded to a report of sexual abuse. Officers contacted a school counselor and later the parents of a 13-year-old girl, who told officers about the abuse.

Police say Stubbs, who was a neighbor of the victim in an apartment complex, was friends with the family and often spent time at their apartment when the victim was there.
