Former Billerica police officer charged with rape of child

BILLERICA, MA – A former Billerica police officer has been charged with rape of a child and possession of child pornography after he was accused of having an inappropriate relationship with a then-18-year-old.

Billerica police began an internal affairs investigation in December 2023 “immediately after the department became aware of the allegations against former officer Alexander Allen,” authorities said.

Allen, who had worked with the department since 2018, was placed on paid administrative leave on December 5, 2023, and the following day the department hired Discrimination and Harassment Solutions LLC to conduct an independent investigation into the matter.

Meanwhile, Billerica Police Department Chief Roy Frost informed the Massachusetts Peace Officers Standards and Training Commission of the officer’s status and investigation and recommended that Allen’s certification be temporarily suspended, the department said.

The commission “maintains a public record of all disciplinary actions against police officers in the interests of complete transparency within law enforcement,” the police said.

On Dec. 14, Billerica police contacted the Middlesex County District Attorney’s Office, who began a criminal investigation, according to police.

On Dex. On Nov. 15, the Middlesex County District Attorney’s Office asked Billerica police to suspend its internal investigation to protect the integrity of the prosecutor’s criminal investigation, police said.

On December 18, 2023, Allen resigned and the department notified the POST Commission. Chief Frost has since requested that the POST Commission temporarily remove Allen as a police officer.

Allen was arraigned on October 3rd. As a result of these charges, another officer was placed on paid administrative leave Tuesday pending the outcome of an internal investigation into possible violations of department policy related to this case, police said.

“If proven, the allegations against Allen are deeply disturbing and represent a betrayal of the oath that police officers are sworn to protect the innocent and serve the public with integrity,” Frost said. “When we learned of the allegations, we followed our established policies and procedures, which included launching an internal affairs investigation and notifying our district attorney. There is no place in the Billerica Police Department for the abhorrent behavior alleged in this case.”
