Steen man arrested for assault by strangulation – The Globe

STEEN – Randolph Marshall, 64, of Steen, was charged with two counts of domestic violence, one of them by strangulation, following a Sept. 23 incident.

According to the law enforcement report, officers were dispatched to a residence in Steen following a report of a domestic assault that may be ongoing.

While en route, officers were informed that the victim had identified Marshall as the perpetrator and that he was walking away from the scene. Upon arrival, officers met with the victim, who said they did not know which direction he had gone. Officers searched the property but were unable to find Marshall.

One of the officers returned to speak with the victim, who said they allegedly argued and it became physical. There were fresh spots on her chin that showed blood. They then said Marshall reportedly “balled up” several plastic grocery bags and used them as a choking/suffocation tool. They said Marshall came up behind them, reached around their heads and placed the bags over their noses and mouths. They said Marshall was much bigger than them and could easily overpower them, and he put the bags over their faces with both hands.

According to the victim, Marshall stated that he would kill her once he had completed the operation, then release her and leave the apartment. The officer noted that the victim was clearly shaken, upset and crying. The officer told them they would check the area again before leaving.

The two officers went back outside when one of them noticed a man walking toward the house and matching the description. The officer stood behind the man and activated the emergency lights. The man stopped and turned to the officer.

The officer recognized Marshall from previous contacts. Marshall admitted to the verbal altercation, but reportedly stated, “Nothing else happened.” When asked about the plastic bags over the victim’s face, Marshall admitted using them to “shut her up.” Marshall was subsequently arrested and taken to prison. He is due to appear in Rock County Court on Oct. 7.
