Haiti – FLASH: ULCC calls for criminal action against three transition advisers in BNC case (Report)

On Wednesday, October 2, 2024, at an official ceremony, Me Hans Jacques Ludwig Joseph, Director of the Anti-Corruption Unit (ULCC) said handed over to the judiciary the investigative report into the allegations that three members of the Presidential Transitional Council (Smith Augustin, Emmanuel Vertilaire and Louis Gérald Gilles) requested 100 million gourdes to facilitate the reappointment of Raoul Pascal Pierre-Louis as chairman of the board of directors of the National Credit Bank (BNC).

Hans-Jacques Ludwig Joseph explained: “The conclusions of the investigation by the commission set up for this purpose are clear.” […]”

In the summary of the investigation reportThe ULCC calls for concrete criminal action to bring the key players in this case to justice. The ULCC recommends that “public action be taken against Smith Augustin, Emmanuel Vertilaire and Louis Gérald Gilles for abuse of office, paying bribes and passive corruption.” The ULCC also recommends that “public action be taken against Raoul Pascal Pierre-Louis for obstruction of justice, abuse of office, paying bribes and active corruption.”
