The 2023 Manitowoc shooting investigation leads to two additional arrests and cocaine

MANITOWOC, Wis. (WBAY) – Two more men are in custody as an attempted murder investigation in Manitowoc led to Indianapolis and back.

U.S. Marshals helped arrest Oscar Rodriguez of Manitowoc during a traffic stop in the city of Newton last month.

A police K9 sounded an alarm on the car and police found about a pound and a half of cocaine. Rodriguez and a Michigan man who was in the car with him are being held in the Manitowoc County Jail.

The police arrested the two on suspicion of possession of cocaine with intent to supply. Online court records show no formal charges yet on attempted murder or drug charges.

Police believe Rodriguez conspired with Clarence Holder to rob the victim, who was shot on Viebahn St. in Manitowoc on Nov. 4 last year.

According to court documents in the Holder case, Holder posed as a FedEx delivery driver to gain access to the victim. He asked the victim if he could borrow a pen and followed the victim into the apartment.

According to the complaint, Clarence said, “Give me my stuff.” The victim lunged at him and was shot in the shoulder. The complaint states that the victim was able to push Holder out of the apartment and hit him several times.

The victim screamed for help. After falling down the stairs, the victim fled into the nearby woods and called 911.

The victim was able to describe the man to police. Police used Google location data to locate a device registered to Dianne Holder. The complaint said data showed the car entered the driveway of the Viebahn Meadows Apartments, remained there for approximately 10 minutes and then headed south on Interstate 43.

Police used security video from several gas stations to get the car’s license plate.

Clarence Holder and Dianne Holder were arrested in January and extradited to Manitowoc from Indianapolis.

Mr. Holder is charged with attempted first-degree premeditated murder, attempted armed robbery with force, burglary of a building and possession of a firearm by a convicted felon. He has another court hearing scheduled for November 6th.

The criminal complaint states that Mr. Holder served a 30-year prison sentence for a federal murder conviction and was released in 2015.
