A correctional officer at a Washington juvenile detention center allegedly approached an inmate and forced him to record his sexual rendezvous out of fear that the sex offender would punish or harm him if he refused, according to police and prosecutors.

Michelle Goodman, 31, was arrested Wednesday for convincing the 23-year-old inmate to record their sexual trysts in the bathroom of Green Hill School in Chehalis, a state-run rehabilitation center that houses older male adolescents and young adults who committed sexual crimes as children.

Prosecutors said the alleged sex offender was also captured on surveillance footage leading the victim to a staff changing area at the facility twice in January 2024, according to court documents obtained by KOMO News.

Chehalis police began their investigation after receiving reports that a female correctional officer was with a male inmate, authorities announced in a Facebook post.

Investigators contacted the inmate’s attorney, who provided numerous screenshots of the two engaging in sexual acts, including sex.

The screenshots also showed Goodman in three different outfits, suggesting she had sexual contact with the inmate on more than one occasion. Investigators matched the background of the photos to a staff restroom in one of the Green Hill buildings, the outlet reported.

Green Hill School is also being sued by the inmate, who claims Goodman “used her position of power” to force him to repeatedly participate in their sexual relationship.

The lawsuit alleges that “Goodman repeatedly requested to be filmed performing oral sex and sexual intercourse,” according to KOMO News. The inmate’s attorney argued that he was afraid that Goodman “would punish him and harm him if he refused her advances.”

According to Fox 13, this is the second time Goodman has been arrested this year for alleged misconduct at the facility.

She was arrested back in March for allegedly inciting a fight between two teenage inmates at the facility and was caught on security footage laughing during the attack and mimicking the beating with other inmates.

She was charged at the time with prison rioting, abuse of office and fourth-degree conspiracy to commit assault, Fox reported.

Police said Goodman is the fifth person they have arrested at the facility this year and the third to face sexual misconduct charges.

Criminal activity at the facility has increased sharply in recent years, with 15 incidents reported in 2022, 74 in 2023 and 184 incidents in 2024, police said, adding that they are intensively investigating the perpetrators.

Goodman was captured on security footage laughing with inmates after a teenager was beaten while she was a guard.

Goodman is charged with three counts of first-degree criminal sexual misconduct.

According to court records, she was released from the Lewis County Jail on Thursday after being held on $100,000 bond.
