Killeen man sexually assaulted underage relative, photographed assault: affidavit

KILLEEN, Texas (KWTX) – Phillip Joseph Beauchamp, 64, is charged with aggravated sexual assault of a child after a relative came forward saying he sexually abused her when she was four years old, according to an affidavit obtained by KWTX.

On August 28, 2024, a Bell County investigator observed a forensic interview conducted by the El Paso County Children’s Advocacy Center.

The victim in the interview, now 14, told investigators that Beauchamp sexually abused her when they were 4, the affidavit states.

The affidavit does not indicate when the forensic interview was conducted in El Paso County.

The victim also reported at the time of the interview that Beauchamp had also sexually assaulted his siblings and that they had witnessed the abuse, the document continued.

Additionally, during the interview, the victim claimed that Beauchamp took photographs of the sexual assaults, investigators wrote in the arrest warrant.

According to the document, the victim admitted to lying about the abuse and preventing her siblings from reporting the abuse to protect Beauchamp.

The affidavit does not indicate when the allegations against Beauchamp were first reported.

In 2018, the document says, the Bell County Sheriff’s Office obtained a search warrant for Beauchamp’s electronic devices and, during forensic examination, found photos of the victims, the underage relatives, in “positions similar to (the 14- year old victims) were described”. Interview.

Beauchamp was arrested Oct. 11 and taken to the Bell County Jail, where he is being held on $150,000 bail.
