NEW YORK – A New York City woman has been arrested and charged following the death of her 4-year-old son.

Officers responded to the woman’s Harlem home over the weekend after she called 911 to report her child was unresponsive.

The woman, 26-year-old Nytavia Ragsdale, was charged with involuntary manslaughter and endangering the welfare of a child.

The boy’s cause of death is under investigation

Yellow police tape covered the front door of the apartment on Adam Clayton Powell Jr. Boulevard at West 144th Street on Monday, a day after the boy was hospitalized and pronounced dead.

Shortly before the boy went to the hospital, surveillance video shows first responders leaving the residence with a woman who appeared to be carrying her child wrapped in a blanket.

According to police reports, the child was severely malnourished, hypothermic and appeared to have burn marks on his chest.

“The safety and well-being of New York City’s children is our top priority. We are jointly investigating this incident with the NYPD,” the New York City Administration for Children’s Services said.

“I would just suggest that people come forward. Do some kind of check-in and find out who the people are that they live near. Check in on the kids,” said Iesha Sekou, founder and CEO of Street Corner Resources, Inc .

To date, the medical examiner’s office has not released any information about the boy’s cause of death.

Neighbors say they never saw the boy

Some neighbors in the building told CBS News New York They didn’t even know Ragsdale had a child.

“I heard arguments and stuff, but I never knew there were kids living there,” a neighbor said.

The construction manager, who has been working there for eight months, said he once went to the apartment to fix a leak but never saw the boy.

“This child lost his life and not many people knew this child or had ever seen him. That’s strange,” Sekou said.

Erica Speed said Ragsdale told her she had four children.

“I saw her buying chicken once and she ate it out here before going back. I just said: ‘Wait a minute, you have children!’ “Oh, I won’t eat it up there because they’ll beg for it.” “Well, buy them chicken too! It was crazy,” Speed said.

When officers were called Sunday evening, they did not enter the apartment and instead encountered Ragsdale and the child outside, sources said.

Officers executed a search warrant at the apartment Monday and no one was found inside.
