Reports of aid to Russia undermine China’s claimed neutrality in war in Ukraine – ISW

Media reports about Beijing’s aid to Moscow undermine China’s attempts to portray itself as a “neutral mediator” in the Russo-Ukrainian war.

Details: Western officials continue to emphasize the People’s Republic of China’s efforts to support Russia’s military operations in Ukraine.

According to The Times, Western officials have revealed that a Chinese company is sending military drones to Russia to be tested and potentially used by Russian forces against Ukraine.

A Western official noted that the Chinese company entered into an agreement with Russia in 2023 and that there was “clear evidence that PRC companies are supplying lethal weapons to Russia for use in Ukraine.”

US Secretary of State Antony Blinken emphasized that China and Hong Kong account for almost 70% of Russian machine tool imports and 90% of microelectronics imports. These critical components are used by Russia in the production of missiles, armored vehicles and ammunition.

Blinken criticized China’s inconsistent stance, pointing out that while the country claims to be committed to peace in Ukraine, it allows Chinese companies to engage in activities that support Russia’s war effort.

Quote from ISW: “The PRC has repeatedly attempted to portray itself as a neutral mediator in the war in Ukraine, and continued reports of the PRC’s support of Russia’s war effort undermine this claim.”

  • Russia is reportedly implementing laws that allow Russian authorities to exempt people accused of crimes from criminal liability if the accused signs a contract with the Russian Ministry of Defense (MoD).
